The Real Test of Governance Begins After Approval

One thought stayed with us after our recent engagement with the RHB team: approving a policy is only the beginning.

Most organisations do not struggle because they have no rules. The harder part is making those rules visible in everyday decisions, especially when priorities compete, information is incomplete or an issue feels uncomfortable to raise.

For a board, the real test is practical:
🔹 Do people understand what the policy means for their work?
🔹 Are concerns raised early enough for leaders to respond?
🔹 Does the board learn from what happens, rather than simply record it?

When the answer is yes, governance moves beyond compliance. It becomes part of how the organisation thinks, decides and responds. That shift does not require more paperwork. It requires honest conversations, clear expectations and the willingness to act when something is not working.

We appreciated how openly the RHB team engaged with these questions. Conversations like these matter because strong governance is not built in one meeting. It grows through consistent attention and a shared willingness to improve.

At VisionEthics Advisory Services Sdn Bhd, our Board Effectiveness Evaluation and Effectiveness Indicators help boards understand where governance is strong, where practice may be falling behind intent and what should be strengthened next.

A policy shows intent. What happens after approval shows whether governance is real.
